Why doesn't standard Base64 handle emojis without corrupting?

Legacy browser methods (btoa and atob) only support 8-bit Latin1 character codepoints. When handling multi-byte Unicode strings (e.g. emojis, symbols, Cyrillic, or Asian characters), standard btoa throws a DOMException. DevSuite uses modern TextEncoder byte streaming and Uint8Array buffers to safely convert full multi-byte UTF-8 sequences without data loss or mojibake.
